Why are the patriarchates of Jerusalem and Alexandria led by Greeks?
One the case of Alexandria, it has always been historically Greek, catering to a flock of Greek Orthodox diaspora all over Africa, from Nigeria, Congo, Cameroon, Libya, Egypt, Tanzania, South Africa, etc. since the 60’s when many Africans all over the continent came to Orthodoxy on their own in places like Kenya and Uganda, really all over the continent, there are thousand, if not tens of thousands of indigenous African laity. There are now numerous African bishops and some are metropolitans who are members of the synod who as they gain experience could be elected Patriarch at some point in the future. The Greeks were pushed out of Damascus about a hundred years ago and now have Arab Patriarchs. With respect to Jerusalem it is way more political especially under Israeli occupation. Although the Arabs would love to have an Arab Patriarch but the Israeli government would never allow it. The Israeli and the King of Jordan have the right to refuse the elected Patriarch and tell the synod to elect someone else. Aside from this it is also a very political and powerful position as the Patriarch controls about 20,000 acres in Israel owned by the Church. They are the biggest private landowner in the country and the Greek Orthodox bishops in Israel/Palestine and Jordan don’t want to give up. More on reddit.com

The Jerusalem Patriarchate stopped supporting parishes in the U.S. over 10 years ago. All the JP parishes were released to other jurisdictions. There was a JP parish in my city that had split off from ROCOR over some disagreement, and ended up being accepted by the Serbian church. Most of the other JP parishes went to GOARCH. It makes no sense to me, at least in this day in age. Their laity are mostly Arabs and Africans.
As a side note, I found the official title of the Patriarch of Alexandria interesting: His Divine Beatitude the Pope and Patriarch of the Great City of Alexandria, Libya, Pentapolis, Ethiopia, All Egypt and All Africa, Father of Fathers, Pastor of Pastors, Prelate of Prelates, the Thirteenth of the Apostles and Judge of the Universe.

While the Jews keep Palestinians out of political decisions (even left-wing Israelis would never allow Palestinian parties to join the government), the Greeks keep Palestinians, descendants of the Apostles, out of church control.
