We are not fully in the new covenant yet. Its being setup as we speak with every new believer in Jesus. One of the signs that the new covenant is furfilled 100% is the verse you quoted Hebrews 8:11 And they shall not teach, each one his neighbor and each one his brother, saying, ‘Know the Lord,’ for they shall all know me, from the least of them to the greatest. To know in ancient world was to have a covenant relationship, like a marriage. We, as believers, are part of true remnant of Israel but have yet to fully realize the 2nd coming of Jesus where he will establish the millennial reign and the new covenant will be furfilled. How can God say he will “remember our sins no more” and allow it to have any meaning if certain people claim we are losing our justification when we sin.
