What's going on with Elon Musk's twitter about a coup in Bolivia?
ANSWER: Evo Morales became President of Bolivia in 2006 and was reelected in 2009 and 2014. Under the 2009 Bolivian constitution, the President is limited to two terms, and since this count only began after the constitution was ratified, Morales in theory was barred from standing a third time in the election last year. So in 2016, the Morales government organised a referendum to attempt to abolish the term limit, which was narrowly defeated. In 2017, the Supreme Court of Justice of Bolivia, referring to Art. 23 of the American Convention on Human Rights controversially ruled that all public offices would have no term limits, which effectively nullified the constitutional provision and reversed the referendum. So Morales was clear to stand again in 2019. And he won the first round - taking 47.08% of the vote. But the election was seen by many as flawed, and the release of a report by the Organization of American States (OAS) alleged irregularities in the electoral process. High profile irregularities included stopping the vote count for 24 hrs, after which the top two contenders positions were reversed, putting Morales in first place. Some statisticians counter that this is a nothingburger , although the optics don't look good. This led to 21 days of protests, and ultimately, Morales resigning after the military 'suggested' they would no-longer support him. So make no mistake, this is a military coup, and so far there is no timetable for another election (which the government claims cannot be held due to the pandemic) Correction: elections scheduled for October 2020. In the mean time, it appears the interim government installed by the military is engaged in something of a crackdown on journalists and other dissent. Now how about the US? Well, the OAS (which released the report that led to the protests) is headquartered in Washington DC and is seen by some as a 'soft power' arm of the US government rather than perhaps the independent organisation it claims to be. And Morales is a popular figure in Bolivia regardless of the referendum and term limits issues - he's seen as a man of the people, particularly aligned with indigenous rights (which is 41% of the Bolivian population). It doesn't seem too far fetched to suggest this 47.08% of the vote could actually be legitimate. Note that he conceded there may have been fraud in the vote when calling for a fresh election, but does not seem to admit personal responsibility for the fraud (i.e. he didn't order it). It's not really clear whether there actually was. The prevailing theory is that the OAS 'report' could be part of a US-backed plan to depose Morales because Bolivia has recently discovered considerable Lithium deposits which are crucial for building batteries, among other things. China controls most of the world's supply at the moment. The US could surely use a reliable ally with some mines. Read more here . Now as for Elon Musk, obviously he's interested in building batteries in the US. But he's also kind of an idiot on twitter who says stuff before he thinks. He's been in trouble with the SEC and others before over his online statements, and continues to put his foot firmly in his mouth it would seem. He's been in love with the US and wanted to emigrate there (from his native South Africa) since he was a child, and has some right-wing leanings among a 'mixed' political philosophy that on the one had has him supporting green energy and UBI but on the other hand being strongly anti-union, railing against the pandemic lockdown, and allying with Donald Trump to toughen visa requirements, sitting on one of his advisory councils until Trump quit the Paris Climate Accord. He may well be a supporter of 'manifest destiny' for all we know, it would seem to fit with the rest of his views. So I suspect this is just Elon spouting his mouth off again, no doubt, as he sees a US Lithium supply as critical to his business interests and making more of those billions of dollars, thus the coup is justified in his eyes as he's a man who has trouble with empathy due to narcissism.
