One thing that really helped me decide color palettes based on mood/vibe/feel was this website called Picular.co Just type in any word and it gives you colors related to that. Its not a 100% good, not nearly as good as coolors.co but it still gives me a push in a direction and makes for a good start. More on reddit.com

I usually start with a base color that reflects the brand or mood I’m aiming for, then use tools like Pixelied or Coolors to find complementary or analogous schemes. No magic, just a bit of trial and error and seeing what feels right. For different sections, I’ll pick a variant shade or a contrasting color to keep things lively. Def not an expert, just learned by messing around with tools lol
