How to register with police
This seems like speeding. People do it all the time without consequence. However, if you get caught, the penalties can be significant. When we were in China recently, we got pulled over for not wearing seat belts. We were let go with a warning, but if the guy was bored or in a bad mood, or maybe didn't like American Chinese, and dug a little further, who knows? We were registered by our hotel, so only would have to deal with the hassle of being checked. You need to decide the level of risk you're comfortable with.
