You've got it exactly right.
When any big blast goes off, a certain amount of debris is thrown up into the air and takes a while to settle back down.
The idea of a nuclear winter is that enough blasts throw enough stuff into the air to block out the sun.
The weapons detonated for testing purposes did not throw up enough debris and they were separated in time, so most of the debris from blast A had settled before blast B was able to throw up it's debris.

The 5 people whining here on reddit, is in no way indictive of the opinion of the total player base.
In fact, all evidence and data proves otherwise.
Anyone that ever jumped in the mode on a regular basis for the challenges, clearly saw it was the same 6 people in the lobby every time.
The MAJORITY do NOT like or want nuclear winter or pvp in general.
You speak for a VERY vocal MINORITY.
It was removed because no one actually played it and those that did, sat in lobby's for 20 mins waiting for people to join for the challenge, only to drop out mid-match when the challenge completed.
