Asked and ANSWERED! Thanks to Miha Stravs and his You Tube video, I was able to Hide the Embedded Security Device in the BIOS settings for BOTH H-P Compac 8200 PC's and now they restart in a more appropriate time (seconds).

in your favorite Search Engine or directly on You Tube to play the video showing how to use the ESC key to enter BIOS (tapped many times) and then HIDE the Embedded Security Device and SAVE the BIOS settings.
