Note that virt-manager is essentially a libvirt client.
The server and client can run on different hosts.
I install libvirt from scratch like this:

Minimal virt-manager install? - Fedora Discussion
June 12, 2024 - On Fedora Kinoite I want to use virt-manager, to run x86_64 VMs, nothing more. Have a look at this. I tried it, you need a rootful box for libvirt so that it starts automatically. I think it is not worth it, unless your system breaks.
If you need a root container ( and one with it’s own processes ) You can use systemd-nspawn .

Rpm-ostree : installing lots of packages as dependencies, even installed ones? - Fedora Discussion
September 8, 2025 - Hi, I have recently started using Silverblue, and I am excited for it. I am having some teething troubles. I just tried installing xfce4-terminal using rpm-ostree. The reason for doing so is another long story* but for now sticking to installing xfce4-terminal. rpm-ostree install xfce4-terminal --apply-live In a fresh Fedora silverblue 42 install after only a few package installations, lists 578 packages as dependencies !

Changes/RpmOstree - Fedora Project Wiki
January 8, 2015 - The rpm-ostree tool provides a new way to deploy and manage RPM-based operating systems. Instead of performing a package-by-package install and upgrade on each client machine, the tooling supports "composing" sets of packages on a server side, and then clients can perform atomic upgrades as a tree.

rpm-ostree - Fedora Packages
rpm-ostree is a hybrid image/package system. It supports "composing" packages on a build server into an OSTree repository, which can then be replicated by client systems with atomic upgrades.
