Supreme Allied Commander Europe (SACEUR) | NATO Topic
Command over ACO is exercised from the Supreme Headquarters Allied Powers Europe (SHAPE) at Casteau, near Mons, Belgium. SACEUR is responsible for the overall command of NATO military operations. He conducts the necessary military planning for operations, including the identification of forces required for the mission and requests these forces from NATO countries, as authorised by the North Atlantic Council and as directed by the MC.

Traditionally there are a number of NATO positions which are 'dual hatted' with a local role and thus usually filled by a particular nation, typically the nation with the largest contribution. Eg. Supreme Allied Commander Europe (SACEUR) has always been a US officer who also been the senior US Army officer in Europe. In turn Deputy SACEUR was traditionally British or German (the French having removed themselves from NATO structures). Likewise there are other roles that have traditionally had a British officer with a Spanish or Italian deputy for example for similar reasons. Smaller alliance members often provide the Chief of Staff who supports the Commander and Deputy Commanders. At a regional level, there are commands where the relevant local dual-hatted officer will be from a smaller alliance member. E.g. Multinational Corps South-East in Romania has a Romanian General as Commander (since Romania is the framework member for the corps). But all members of the alliance can be represented in senior leadership. To select a few key roles at the moment: the civilian Secretary General is a Norwegian. the Chair of the Military Committee (senior to SACEUR when advising NATO civilian leadership in a similar way that the US Joint Chiefs are senior to the US Combatant commanders when advising the US President) is a Dutch Navy Lieutenant Admiral. the Supreme Allied Commander Transformation HQ is a French Air and Space Force General.

The French ran NATO's Supreme Allied Commander (Atlantic) from 2009-2021; Navy focused. Supreme Allied Commander Europe (SACEUR) has always been American. There are plenty of allied nation 1-Star positions, but they'll be filled by large or medium tier nations. Small nations don't have the political weight to take the high positions. Poland (and in the future, hopefully Ukraine) would likely get an outsized role based on the sizes of their land armies relative to their size.

At the top of the ACO structure are the posts of Supreme Allied Commander Europe (SACEUR) supported by the Deputy Supreme Allied Commander Europe (DSACEUR) and the Chief of Staff (COS); all are 4 Star Generals. SACEUR's position is always assigned to the United States of America, while DSACEUR and COS posts are now permanently assigned to the United Kingdom and the Federal Republic of Germany respectively. SACEUR is also the commander of the US European Command (USEUCOM) with its Headquarters located in Stuttgart, Germany.
