Trusted Flagger sind in der Europäischen Union Organisationen, die im Rahmen des Digital Services Act (DSA) als vertrauenswürdige Hinweisgeber anerkannt sind. Sie verfügen über besondere Fachkenntnis und Erfahrung bei der Erkennung, Identifizierung und Meldung rechtswidriger Inhalte – wie beispielsweise Hassrede, Urheberrechtsverletzungen oder Inhalte im Bereich Kindesmissbrauch.

Online-Plattformen sind verpflichtet, Meldungen von Trusted Flaggers vorrangig, unverzüglich und einer Entscheidung zuzuführen, jedoch nicht automatisch zu löschen. Die endgültige Entscheidung über die Löschung oder Beibehaltung eines Inhalts bleibt bei den Plattformen und basiert auf geltendem Recht.

In Deutschland wurde die Meldestelle Respect! am 1. Oktober 2024 als erster Trusted Flagger zugelassen. Im Juni 2025 folgten drei weitere Organisationen: HateAid, der Verbraucherzentrale Bundesverband und der Bundesverband Onlinehandel e. V.

Die Zulassung erfolgt durch den nationalen Koordinator für digitale Dienste – in Deutschland die Bundesnetzagentur. Um den Status zu erhalten, müssen Organisationen ihre Unabhängigkeit von Plattformen, sorgfältige und objektive Meldung sowie fachliche Kompetenz nachweisen.

Kritik richtet sich vor allem darauf, dass einige Trusted Flaggers möglicherweise auch legale Inhalte melden. Dennoch ist die gesetzliche Grundlage klar: Meldungen müssen sich auf strafbare Inhalte beziehen.

Betroffene Nutzer:innen können gegen eine Löschung vorgehen – entweder über eine außergerichtliche Streitbeilegungsstelle oder vor Gericht. Die Trusted Flaggers müssen zudem jährlich einen Tätigkeitsbericht veröffentlichen, um ihre Zuverlässigkeit zu beweisen.

Damit könnten vorher selektierte Aktivisten-Organisationen durch den trusted flagger Status massiv den Diskurs durch Zensur bestimmen. Ziemlich kritisch. Das einzig gute hieran ist, dass es angeblich transparent sein soll. Wie transparent das dann wirklich ist muss sich zeigen.

Trusted Flagger for YouTube needed
