There are many great black swimmers. Swimming is dominated by richer Western countries, obviously, in which black people are heavily outnumbered, but proportionally there are about as many as you'd expect. Cullen Jones (50m silver medalist) and Nathan Adrian both competed for the US men's team. The difference is in running or basketball black people are OVER-represented so in swimming they look worse in contrast.

EDIT: by a very quick sample the US sent 17 male swimmers and 2 were black so that's about 11% whereas the African-American population is about 12-13%
