TIF battle heats up in Rapid City ahead of special election | SDPB
November 19, 2025 - A TIF district utilizes taxpayer dollars to fund items, typically related to infrastructure, as an incentive for developers to move to an area. Most often, this is for “economic” or business purposes. Less often the mechanism is used for industrial development, and even less still to build affordable housing. The main opposition comes from the ‘No Free Rides’ campaign. Organizers say this is a bad use of taxpayer dollars. Tonchi Weaver spoke on behalf of the group at a recent press conference outside Rapid City Hall.

However, the public notices had referenced the wrong TIFs, so the approval process had to be restarted. “When you're voting on something, especially an expenditure like that, something that large, you would expect that they would do their homework,” Tonchi Weaver with South Dakota Citizens for Liberty told News Watch.

“No Free Rides” Speaks To Concerns Surrounding Libertyland TIF - The Rapid City Post
November 20, 2025 - Past TIFs reflect the fact that most of them only have infrastructure cost in them, not discretionary funds that can literally be used for anything short of an actual residential structure”. Pustejovsky was joined at the podium by Republican Tonchi Weaver and Democrat Ranee Haglund in a rare show of bipartisan agreement, and the group was additionally joined by State Senator Taffy Howard, each of whom approached the issue from differing angles.
