Taffy Howard R-Rapid City, Pennington County Democratic Party Chair Ranee Haugland, Tonchi Weaver of South Dakota Citizens for Liberty, organizer Lisa Pustejovsky and local resident and retired attorney Jay Davis is seeking public support to aid in their campaign in favor of a “no” vote for the Libertyland TIF ballot measure.

November 19, 2025 - A TIF district utilizes taxpayer dollars to fund items, typically related to infrastructure, as an incentive for developers to move to an area. Most often, this is for “economic” or business purposes. Less often the mechanism is used for industrial development, and even less still to build affordable housing. The main opposition comes from the ‘No Free Rides’ campaign. Organizers say this is a bad use of taxpayer dollars. Tonchi Weaver spoke on behalf of the group at a recent press conference outside Rapid City Hall.

November 14, 2025 - Senator Taffy Howard (R-34/Rapid City) sent me a press release this morning announcing that she and her compatriots on the “No Free Rides Committee” will hold a press conference next week to explain to public why they should vote against the Libertyland Tax Increment Finance District. The anti-TIF event takes place Tuesday, November 18, 1 p.m. Mountain, at Rapid City Hall, 300 6th Street. Serving on this committee, which collected 4,326 valid signatures to refer this TIF to a vote on January 20, is Tonchi Weaver, one of Howard’s fellow Black Hills right-wingers and an avid petitioner.
