National Crime Syndicate vs. The Commission - What's the difference?
From the articles the NCS was started first and only lasted about 17 years. It was composed of Italian, Jewish, Irish and African American OC. The Commission was composed of only select Italian mafia families and had great power over it's activities and guys being promoted, as mentioned in the articles, guys being made and the guy it mentioned they approved to be promoted to underboss. Who was part of the National Crime Syndicate?
There's no such thing as a "National Crime Syndicate". The Italian Mafia had (has) the Commission, with various different LCN families on it. Then there were various non-Italian groups who worked with the Italians, but none of them had the same level of power or clout as the Italians. For example, the Italians may have used some Jewish gangsters for murders, but the Jewish gangs in NYC were subservient to the Italians. There were some loose relationships between non-Italian gangs and the mafia, but there was no syndicate separate from the Commission. Even within that article on Wikipedia, one author said there's no such thing as a "National Crime Syndicate". It's just the media in the 1940s speculating but not understanding the mafia, as that was pre-Valaci and pre-Appalacian. More on reddit.com

The Syndicate
I would see them struggling. Most authoritarian governments can't ever really deal with crime they tend to repress it and, at times, even tolerate it if it's convenient. It would be a weird mix of repression and turning a blind eye. Considering they would still be dealing with rebellions, crime syndicates would survive even thrive. Many authoritarian governments do business with criminal elements. So, in this universe, I could see a lot of corruption in the reich, and with corruption, there are criminal elements like gangs and the like. More on reddit.com

In mob stories up to the 80's it seems like NY and Chicago and Detroit etc. all report to some nationwide organization who ultimately says how things go. Like a Murder Incorporated guy would have a bounty on anyone who broke a rule, no matter who they were, local boss, whoever, the organzation is bigger than that. On the Sopranos we never get wind of any higher authority than the NY five families. Even regarding making new members, they just say "New York opened the books." So like North Jersey is in New York's orbit and owes them some respect and loyalty to maintain order in the organization. There has to be a supreme commander at the top. And OK so South Jersey is in Philidelphia's orbit. But where is the national committee that is above any city's local mob? We never learn if they even exist.
