Who exactly are considered stakeholders?
No one's given any concrete stakeholders yet, so here are mine: - The product manager(s) who owns the product I'm working on: In theory they have the final say on designs, so it's up to us to convince them the designs work - Compliance: I work in the financial sector, so is what we're doing compliant with regulations, are we being honest and can we for-see any complaints from customers and can we mitigate this? - Legal: Are we doing anything illegal, is the small print correct? - Devs: Is this work feasible and do the team have capacity? - Marketing: Are the brand assets we're using up to date, is the tone of voice correct (bonus points if you have a UX writer), are we following the brand guidelines (there's certain things we can and cannot do in terms of brand) More on reddit.com

For applications, who are considered 'Stakeholders'?
Stakeholders is an intentionally vague word that includes anyone who has a stake in whatever you're doing. Internal stakeholders would include any other teams that you have to deal with regularly on a file, but who aren't so close that you'd consider them colleagues. They have their own independent priorities and constraints that need to be respected, and you have to work with them to find solutions where everyone's happy. So, if you work at CSIS doing counter-terrorism, your internal stakeholders would include teams at DND, the RCMP and the CBSA, and some other teams within CSIS. The Minister of Public Safety and the Director of CSIS don't count, they're just your bosses. More on reddit.com

Chapter 7., Section 8. Identifying and Analyzing Stakeholders and Their Interests - Main Section | Community Tool Box
Key stakeholders, who might belong to either or neither of the first two groups, are those who can have a positive or negative effect on an effort, or who are important within or to an organization, agency, or institution engaged in an effort. The director of an organization might be an obvious key stakeholder, but so might the line staff – those who work directly with participants – who carry out the work of the effort.

The best definition of this is by Freeman, who in 1984 defined a stakeholder as: ‘Any group or individual who can affect or [be] affected by the achievement of an organisation’s objectives’. This definition shows the important bi-directionality of stakeholders – that they can be both affected by – and can affect – an organisation.
